I like to run early in the morning at around 5:00 during the week - treadmill. And during the weekend I start at around 7:00 with a group for a long run. During the summer I still run early in the morning but outside, not on the treadmill. I run early because there's nothing to interfere with my run.
For upper body I swim and lift weights once per week.

I usually atsrt about 15 min before the sun comes up it seems so nice to be running and watching the sun come up it just does something to me. As for the upper body exercise i think hohlding some weight ans doing circles horizontal is very good helps to build the same muscle that you use while running so your arms don't get as tired while you are running.

I like to go running in the late afternoon, between 4-6pm. Mornings I just feel stiff and tired, which makes it hard to do any stretching. I truly admire people who can get up early in the morning to run.
For upper body, I lift free weights and use the rowing machine in the gym. The rowing machine is actually meant to give you cardio workout, but I feel it does more for my upper body strength than anything else.

I run XC(cross country) and we run durring diffrerent times of the day. But Durring the Summer I find its best to get your run done before 11am. Because of the heat(depending on where you live of course). But in the Fall Afternoon worksouts are fine, and as your get into the rainy winter months I really do recomend running in the rain. It is an extremely relaxing experiance. Infact when every it rains most of our cross country team running shirtless in the rain(the girls usually where sports-bra). Also it depends alot on your personal preferance, some people can't stand running in the cold while others love it.
As far as upper body workouts go, I usually do push-ups, pull-ups, and chin-ups. And your want to remember to warm down after your work out, usually you wanna go another 4 minutes at half the speed of your workout pace. And things like strides and ab workouts afterwords really help too.

I work out after work. I usually run 2-3 a week, and work out with weights in the gym other nights. The exception is early morning runs on Sunday.

some of the people i know starts running by 6 in the morning... before everything is busy, and all, but then, there isn't much light so i guess it could be a little dangerous...

early, early early, get in before the heat, it is the heat that is the killer, nothing is worse than dehydration/ sun stroke while running

evening because i can never get myself to wake up in the morning
plus if i do it then im less likely to waste time doing stupid stuff
